how does one concede his neteller balance to another?

w/ all the internet hype/rumours flying around, i have to assume a similar incident to what i'm posting below must've already happened. if someone can give me some advice/guidance, i would be appreciative

i have agreed to buy a friend's outstanding neteller balance from him for a discounted percentage in cash. we're both vip and u.s neteller users. how do i go about obtaining the rights to his current neteller balance? can he simply email neteller vip cs and request to have his outstanding balance forwarded to my neteller account?

Peer to Peer has been disabled for US account holders. There are dozens of threads on it.

Neteller wont do it, but you can draw up your own written contract and have it notarized

If he's your friend why only give him a "discounted percentage in cash" instead of helping your "friend"?
Doesn't sound like you are that much of a friend.

sounds like a fair bet to me. both picking different sides on the confidence they have in neteller.

Because his friend is assuming a legitmate risk of getting stiffed or not getting his money for a while
